Probably true for HVCALL_RESET_DEBUG_SESSION but I'm not sure about
HVCALL_POST_DEBUG_DATA/HVCALL_RETRIEVE_DEBUG_DATA (note 'fallthrough'
above) -- these are not described well in TLFS.
