[PATCH v3 4/5] mc146818rtc: drop unnecessary '#ifdef TARGET_I386'

If the code purely depends on LOST_TICK_POLICY_SLEW, we can simply
drop '#ifdef TARGET_I386' as only x86 can enable this tick policy
