I'm using this program, which lets you specify how many guests to run and how many threads to run them from. Unfortunately it's very likely it would only run on Fedora Rawhide at the moment: https://github.com/libguestfs/libguestfs/blob/master/tests/qemu/qemu-boot.c However anything that lets you fire up 1000 guests would work.
