What sense would that have? Only the host knows about the "load" (for
whatever meaning of that word) of the system.  Not to mention that
giving PM access to a guest feels very wrong to me.

A guest can use PSCI to hotplug vcpus on and off, though the actual
usefullness is very debatable (an idle vcpu consumes exactly zero
resource).
