The limited resource we're dealing with here is IRQ lines: the
vexpress board uses most of them for its own purposes, and
the virtio spec says we have to give each virtio-mmio transport
its own dedicated IRQ line. (It's possible the actual implementation
doesn't require that, in which case we could relax the spec and
have QEMU wire up multiple transports to an IRQ; I haven't
tested...)
