I know this sounds silly but I have encountered this strange behaviour
before. Try to concatenate the rtsm_ve-cortex-a15x1.dtb on the guest
kernel image (cat dtb >> zImage), instead of passing the dtb argument
to qemu. I don't know what exactly triggers it, but I've been hit with
this before.

Also for a working Android userspace just grab a linaro build in order
to be sure that your compiled AOSP sources isn't the problem.
