I think you may to install kdm (and configuration file should be kdm.conf 
) , which was already replaced by sddm. RHEL 7 have the old KDE 4 .

In /etc/gdm folder, it has:

drwxr-xr-x.   2 root root  4096 Aug  5 13:25 Init
drwxr-xr-x.   2 root root  4096 Aug  5 13:25 PostLogin
drwxr-xr-x.   2 root root  4096 Aug  5 13:25 PostSession
drwxr-xr-x.   2 root root  4096 Aug  5 13:25 PreSession
-rw-r--r--.   1 root root  2002 Nov 28  2018 custom.conf
-rw-r--r--.   1 root root  2231 Nov 28  2018 gdm.conf

I can configure some action/script inside those pre and post folders.

How should I achieve this in KDE?
