You probably mean the execution time of the command itself, right? That's usually followed by the restart cycle, i.e. all Akonadi processes being stopped and restarted. I see. The thing is such a long delay would usually suggest some kind of blocking wait operation, e.g. a D-Bus call timing out. But akonadictl is using the same interfaces and apparently doesn't block, at least not for longer than 3s on average.
