google hangout login fails in kde telepathy

After updating to Fedora 23 with KDE 5.4 (i think 5.4.3) the KDE Instant 
Messaging app is will no longer log into google hangouts i cant find any 
logs or anything online indicating where telepathy would log errors. i 
am unsure which version of telepathy is in KDE 5.4 but the contact list 
says it is version 15.08.2 if that helps. the contact list is the only 
part of the chat i can open that will give me any sort of version 
information. i am happy to look into this issue further but without logs 
i am stuck.
