Sorry for the late answer. I access the computer with KDE4 only occasionally (yet).

I know what svg and svgz is. But KDE4 themes' svg files have specific syntax and content. I found information on this topic here:

Unfortunately I had no  (and probably won't have) time to study these descriptions and modify the theme (if it is feasible at al based on the linked tutorials).

I find it ridiculous that I have to test many themes or edit theme svg files (which is not trivial at all) only for setting the color of the font shown on the panel. I think the setting in panel clock should come into effect independently of  the theme. Therefore I consider this a bug and will report it at kdebus.org.
