See, that's a different problem. To see how exactly it works, you to refer man's man page; cause I don't know how exactly man works. It happens that man can have different man pages with similar names. However if you try and open a man page pointing to it's exact path, e.g /usr/share/man/man1/ls.1.bz2, kio wont remove the .bz2 extension. So this sounds like a new bug.
