Whether you have a ~/.kde4 directory depends on distribution policy.  Those 
distros that decided to support both KDE3 and KDE4 for some time did set up 
~/.kde for KDE3 and ~/.kde4 for KDE4.  The distros that decided to do a 
complete clean jump to kde4 simply used the ~/.kde folder.
