It is an old "wish" from 2006, that sounds similar to our discussion.

I am not a c++-programmer, but they seem to talk about the implemantation of 
the paths in KDE4

It is now the questions whether you / we consider it to be bug.

This  (for you and me) "unexpected" behavior from KDE-filemanagers to 
non-KDE-filemanagers is present since KDE3. But this does not mean, that this 
it is correct because it always behaved like this!? I find no good reason for 
this and so I agree with you that "quality is what the customers expects". In 
this case, I expect that the file I see in front of me should be used first.

If no one can give an example why / when this can be useful, you should make a 
bug report (as I believe you have more knowledge how it should behave exactly 
than I have, I only "feel" there might be something wrong)
