This (for you and me) "unexpected" behavior from KDE-filemanagers to non-KDE-filemanagers is present since KDE3. But this does not mean, that this it is correct because it always behaved like this!? I find no good reason for this and so I agree with you that "quality is what the customers expects". In this case, I expect that the file I see in front of me should be used first.
