Yes, kwrite uses the kate part but with a far lighter gui.  We only kept kedit 
around for so long as it supported RTL languages which the kate part didn't do 
until KDE4 (IIRC).  It made no sense to support 2 separate text engines, and 
kate part won on the feature set, flexibility and quality count.
