Why is it not allowed to file bugs of kcmshell?

Hi,

I got a crash of kcmshell, but when I tried to report it, I only got
the following message back from bugzilla:
"Sorry, entering a bug into the product kcontrol has been disabled."

And that was _after_ I entered all the details, not when I selected
the component to file the bug.
Is there any relationale behind that?
