AFAIK, the setting you choose in the composer window sticks. So if you send a 
mail using the inbuilt composer *ensuring* that the HTML option was turned off 
from the options menu. It should then be turned off by default the next time 
you compose a mail.

At least, that is the way it is meant to be.
