The right ALT key, on keyboard of other languages often labelled "Alt Gr", can (depending on keyboardlayout) be set to be the "compose" key, which lets one create non-latin characters by combining the key and a normal key. You could check the keyboard layout/language/locale settings if there is something different to your usual setup.
