Settings/Configure Konqueror...
Choose Stylesheets from the bar on the left.
Select the Use user-defined stylesheet radio button in the dialog and 
enter the location of your stylesheet in the text box.

In your stylesheet you can place:

* { color: whatever; }

and change "whatever" to a valid color designator recognized by css.

That will style all elements that do not have a color set for them to 
the color you choose.
