Seems to be a problem of wpa_supplicant or its config. wpa_supplicant is blacklisting the AP, so it looks for alternatives. At one stage the output indicates that it does not allow an unencrypted network, at least not in the presence of an encrypted one it can also connect to. Try to remove any reference to your neighbour's network from KNetworkManager and KWallet. Alternatively there could be a setting in the wpa_supplicant config which disables this behavior, but you have to ask somebody else for help on this.
