This is because perl is used by much of the underlying system to start up, 
etc. In the case of Mandriva based distributions, it is used by almost ALL of 
their tools as they are a heavily Perl oriented distribution. If you tried 
the same thing on PhoeNUX OS (the distro I work on), you'd end up with a 
similar case, as I used some Perl scripting in the initscripts....

I agree with Pavel here, since I've almost always patched out internal 
dependencies in packages that I ship, since it's less hassle in the long term 
for me as a package maintainer to tie my packages to the recent versions in 
my tree.
