Actually, you want to add a button/icon to the Panel.  The TaskBar is a 
Panel applet that shows you what is running.

Yes, you can create the button you want on the DeskTop and then 
drag'n'drop it to the Panel.

Right click the DeskTop background and select:

	Create New -> Link to Application

to get started.
