Hi Not sure what you are trying to do but my mail notification has worked for years. I turned others off as they irritated me. Only lost sound when I did a partial lib upgrade. Not a knotify problem. I had to enable the open sound system. No idea why. I don't know much about the subject but the graphical way of setting it up is via KDE's control centre, sound and multimedia, system notifications. Many things can be done on a user basis by any user so root ownership etc makes no sense at all. This suggests that all controls are kept on a user basis so the system might be writing what ever that is each time it runs.
