File type recognition of KDE

Hello,
I'm somehow puzzled how KDE recognizes file types.

I have a file:

florian@horus ~/Desktop $ file segelliste
segelliste: UTF-8 Unicode text, with very long lines

KDE claims the file type to be unknown. It works if I append a .txt.

I thought KDE uses the file command, but it seems to have its own system. How 
is it working?
