Make Konqueror not send non-ascii URL as UTF8?

Hello,

If a non-ASCII URL is found in a link and one clicks the link. apparently 
Konqueror (KDE 3.4.2) sends the link as UTF8 always, even if the site has 
another encoding. This breaks TWiki.

On MS Internet Explorer one can disable such behaviour. Can one disable it in 
Konqueror somehow?
