Well, this is not a folder in KDE 3.4.x. It's a desktop file pointing to 
trash:/ (a kioslave).

In previous versions of KDE, the trash can is a folder located in ~/Desktop. 
You can move it using Konqueror wherever you want inside your home folder 
(for example, into this same folder), and then change its location in Control 
Center->System Administration->Pahts. Thus, your trash can remains in your 
system, and you can use it, but you don't see its icon on your desktop 
anymore.
