I had the same problem, I upgraded my SuSE 9.2 to KDE 3.4.
All sounds worked fine, except notifications.

I compiled and installed kdelibs, kdebase and arts from source (in that
order).
My notifications started working after I installed arts, but maybe kdelibs has
to be installed also. I don't know.
This sounds like the SuSE-Problem, that was discussed before. My last posting to this topic was on Apr. 7th on this list, subj:
"Re: Kopete sound notification"
The problem is, that knotify is not started by the startup-script. So make one special line two solved it for many people. If you do not find it in the archives, I will send it to you by PM.
