Ok, some follow-up info.

Running KDE 3.4 in another account (with almost basic KDE settings) the
KDE environment runs as usual, so I guess it has something to do with
the settings from the other account.

It's not a problem with Arts.
It's also not a problem with the window manager and the chosen theme
(baghira), because the second account uses the same theme.

Any suggestions where to look for ?
