Another hint.
If I write in Konsole:
kdesu "/usr/bin/kcmshell kde-clock.desktop --lang it"
I get the same error: 
"Authentication Rejected, reason : ........"
But the Date and Time panel gets opened and I can modify it.
Any idea?
