Well it does actually. When you create a new data disc you will see an option 
in projects for editing the boot image where you can add a harddisk or floppy 
boot image. 
You can make a dos floppy image with the dd command.
If you search google groups you will find a number of posts on how to do what 
you want so I wont repeat it here especially since there are many side 
issues.
