checking the sound system in KDE's control center (sound sytem/testing sound) works, but on selecting ans testing any ogg-file in the system messages module there's nothing to hear. Any suggestions?
I have the same problem on one of my KDE installations (which are all the same, I really don't understand why it doesn't work there). To workaround this, I set the default player program in the system notification tab of the control panel to "artsplay", and I get the sounds. Not as nifty as if KDE did connect itself to arts to play the sounds, but at least it works.
I don't understand neither why the "testing sound" button works and not the sound notifications.
If your test sound button works and ONLY the system notification sounds don't work, it is probable that your:
$HOME/.kde/share/config/knotify*
files are screwed. Delete them and it should work.
