Ok, that doesent sound very clear. I know in windows there are no windows that automatically can't resize. But, if you have a function(easy in windows, haven't programmed in KDE just yet), you can set a main loop and resize the window to the right size if it changes each loop you go to. That would give the effect of a sudden blink of change then back to normal when a user tries to resize the window
 
In windows there is an API to do what you are wanting... there is probably one in KDE...

Is there a way to stop the ability to drag the wndow borders and therefore stop a user resizing a window.
I've looked at window decoration, but I can't see an option to stop window resizing.
