What happens if you (maybe as root) do cat /dev/mouse and retry the exercise? 
If you get output while holding down CTRL and not moving the mouse, you 
should look from the driver and below: Driver, kernel, hardware. If you 
don't, look upwards: X, QT, KDE.

Divide and conquer?
