KDE Desktop menus

I've been reading up on the freedesktop site about how menus are built. What 
intrigues me is why Suse (I use 9.0) feel it necessary rework the menus that 
KDE provides if they comply with freedesktop already.
My intention was to have menus with KDE as the original and Suse merged as an 
additional set, not the other way round.
Any advice or ideas where to look for more info would be great
