As a workaround you can create the entry for one user and then copy the created .desktop file into the appropriate global directory (somewhere in /usr/share/applications for KDE>= 3.2
Be sure to add a: "Categories=" line to indicate where you want it in the menu.
E.G.:
Categories=Application;Office
And be sure that the permissions on the 'desktop' file are 644. You might have to do this by opening a Konsole:
chmod 644 <file>.desktop
