Now menus and kcontrol all work for "root". I've
checked obvious permissions of qt-3.3.1-0.2 but
nothing jumped out at me.

Has anyone seen this before? Any hints on what to
change?

Thanks in advance,

If this works for root, it must be a permission problem.

Check these directories:

	/etc/xdg/menus
	/usr/share/applnk
	/usr/share
	/usr/share/applications
	/usr/share/desktop-directories

and their contents for proper permissions. They should be owned by root:root. The directories and subdirectories should be: 755 and the contents should be 644.
