Is it possible to change the (ugly) font of the tool tips? If so how?
The tool tips use the "General" font. You can change it in the Fonts KCM widget.
It it is "ugly" they you probably have another problem since the default: Helvetica shouldn't be ugly.
Do you have this (General font) set to Helvetica?
Did you install some scalable fonts?
If not, I suggest that you start with:

Otherwise, try the scalable fonts that come with XFree86 or the GhostScript fonts.
