"When PKG_C_LATENCY is configured (not all 1s), enable PSR1(SRD_CTL SRD
Enable == 1) only when the transcoder has Vblank delayed less than 6
lines OR DC5 can be entered. "

I think this emphasizes suggestion from Uma, move this as a helper.
Also add explanation there.
