Unfortunately not much details are available in bspec, this is based on my understanding of the hardware pipeline taking reference from few DCN document for HDR. But, in general what you said is correct and this is how input csc hardware block is supposed to work. Though it's a multipurpose programmable unit, but YUV444->RGB conversion is its primary usecase in a real world scenario.
