This reverts one half of commit d77d4888cb8458b098accd4d7555c0f7f6399c4e. It moves back to the old name of get_target_pstate_use_cpu_load(), because a future commit will introduce a new P-state target calculation function. The shortened name of INTEL_PSTATE_SAMPLING_INTERVAL is left untouched.
