We're sending GuC action with:
INTEL_GUC_PREEMPT_OPTION_DROP_WORK_Q | INTEL_GUC_PREEMPT_OPTION_DROP_SUBMIT_Q

Which prevents GuC from doing exactly that.

I'll add a comment in inject preempt ctx.
