I'm getting stuck on throttle when spawning 10+ spin_batch instances.
Other than that - the tests look good, simple and quick to execute.
(cross-engine failing in my tree... but that's a good thing!)
I thought about adding different spin_batch variants rather than adding
MI_ARB_CHK by default, but I guess it shouldn't matter (and if it does, we
should notice something in other tests).

Note that we still don't have preemption or API for context priority merged, so
we probably should hold on with this one?
