Check the package repo, e.g. apt search cyrus.

The SOGo groupware offers editing Sieve in the user's settings. Is that
an option?

Looks like it doesn't subscribe to the other folders.

Missing subscription.

Is that maybe an ACL error (check lm <mailbox> in cyradm)?

Is Sieve reachable?
