"autocreate_quota: -1" disables autocreate; you should use 0 or higher.

Wild guess; are you removing your test mailbox each time you try? The autocreate functionality is only executed on first post or login; if the mailbox existed prior to adding the autocreate_inbox_folders configuration option, it wouldn't be triggered on subsequent logins.

As much as I can understand, I've tried to check the spec file from Rocky repo (https://git.rockylinux.org/staging/rpms/cyrus-imapd/-/blob/r9/SPECS/cyrus-imapd.spec <https://git.rockylinux.org/staging/rpms/cyrus-imapd/-/blob/r9/SPECS/cyrus-imapd.spec>) and I'd say that autocreate is enabled
