Did you overlook plain "debug"? You will need "debug: yes" in imapd.conf to see any of Cyrus's debug logging, and I don't see it in what you pasted. Once "debug: yes" is enabled, and Cyrus has been SIGHUP'd or restarted, debug logging should appear in syslog (at the LOG_DEBUG priority). It can be noisy.
If doing this doesn't get you debug logging in syslog, syslog itself might be discarding or redirecting the LOG_DEBUG priority messages that Cyrus now produces. You'll need to check your syslog configuration (and documentation) for that.
