Looks like that's old text; it might have been referring to what is now called JMAP Push, which is part of the core spec: https://jmap.io/spec-core.html#push

It's still not implemented in 3.4, regardless.

JMAP Push will be in 3.6, when that's released, so I'd better make sure the 3.6 version of that page gets updated, if it hasn't already been.  Thanks!
