How did you restart imapd?  Full Cyrus shutdown and restart?  Are you sure
you did it at the right place?

Cyrus doesn't know the difference between administering and regular use.
cyradm connects to imapd too.

Golden rule - don't make your regular user an admin - create a special
admin account (possibly per person) and use that.  It also saves you from
doing "stupid" things with an IMAP client when you have admin privileges.
