I'm guessing it's a feature[tm].  You can always change this if you want.

We use:

implicit_owner_rights: lk

at FastMail, to stop users adding ACLs on their mailbox that let "anyone"
see stuff, because that confuses every other user on the same server when
this random mailbox shows up!
