Are you dealing with a lot of users, or just a few?

If you're dealing with a relatively static list of users, then Cyrus
provides a way to do this with configuration.  If you have a lot of
users, then you'll need to get one of your programmers to modify the
tool described below to do what you want based on matching INBOX.Spam
for all users.

Read the cyr_expire(8) man-page.  See what it says
/vendor/cmu/cyrus-imapd/expire should be set to on a folder.  Read
cyradm(1) and especially study "mboxconfig".

This should let you manually configure, for each folder, the expiry time
for messages.
