For avoidance of doubt: if you're referring to the Sergeants-at-Arms appointed by the IETF chair to assist in keeping the ietf@xxxxxxxx mailing list within its charter (as defined by RFC 3005), they have no responsibilities or authority on mailing lists other than ietf@xxxxxxxx.

Other mailing lists have their own individual owners (typically, WG chairs, area directors, directorate secretaries, or similar) that are responsible for filling equivalent roles on their mailing lists (either directly or by delegation). For most lists, you can reach these owners by sending mail to <list>-owner@xxxxxxxx (e.g., architecture-discuss-owner@xxxxxxxx).
