A possible criteria would be that (say) three medium to large scale international meetings had successfully been held in the target city, with no significant health, attendance or travel issues. In other words let’s not be the first large organisation to meet in whatever place we choose to meet next. Related to which, at what point does IETF need to change its funding model? -Stewart
